Study of the effectiveness of training systems for conducting maritime professional courses in Iran

Marine accidents, in addition to endangering human life, have devastating effects on the environment, as well as national and international economies, the safety of the maritime shipping industry, and shipping. Our country is no exception. There are numerous marine accidents that cause irreparable damage every year to our waterways and ports. The results of these disasters have been proven by researchers that marine accidents, especially collisions, are often due to the lack of merit of seafarers and the occurrence of human error. Human errors in Emadat are rooted in inefficient and ineffective learning. Iran's Marine Corps Organization, in particular the Marine Bureau of the State, has, in line with the International Maritime Organization, made extensive efforts to learn and monitor educational centers. Despite these activities, after several decades of this effort, we still see a large number of marine casualties due to human error and the inability of seafarers. This can indicate the ineffectiveness of marine training courses in our country. In this paper, we are going to present a general framework for assessing the effectiveness of marine specialized training courses in order to demonstrate the necessity of examining the effectiveness of marine specialized training courses in Iran.
