What do stakeholder organisations know and do about elder abuse in Tasmania?

Why do we have poor data about this phenomenon called ‘elder abuse’?

Why are people often uncertain about what is an is not abuse, and why are governments and agencies similarly tentative?

Is it because we construct some categories of people as not-full-citizens, with a narrower range of rights and a greater likelihood of being rendered invisible?
