Government intervention in university academic program development in China: Phenomena, features and countermeasures

In China,the government interferes with university academic program development mainly through national key discipline ranking and various project launches, such as the launching of Project 211 and Project 985. However, generally speaking, no matter in the past or at present, Chinese government’s intervention in university academic program development has been rather routinized, unbalanced, fragmented and overdone.To solve those problems, Chinese government need to transform itself into an integrated government, restrain from excessively interfering with the university administration, introduce legislative measures, establish effective macro-regulatory mechanism, and cooperate with other non-governmental organizations in promoting university academic program development
