Is there a pox on our houses?

In their agreements with Labor concerning the workings of Parliament and the policy process, the Independents and Greens have won many long overdue reforms. But, save for the Committee on Climate Change and the Parliamentary Budget Office, they mostly involve detailed procedures in the House of Representatives. To reduce the charade that the House has often become, these are all important. But some very large issues have been ignored or deferred to later enquiries.
