The report lays the foundation for assessing the strengths and weaknesses in existing education and training delivered at the secondary, vocational education and training (VET) and higher education levels. The purpose is to identify and assess how education/training systems can best support regional social actors, including regional governance actors, to develop their local labour force in light of emerging challenges and to maximise the ability of those who live in regions to access meaningful work. In doing so, it addresses changes in industry growth and the structural changes and spatial shifts occurring in labour markets as well as the developing relations involving governments, business, workforce representatives and related advocacy groups.
