This document is the result of the first regional social science research workshop, which covered the United States Caribbean (Puerto Rico [PR] and U.S. Virgin Islands [USVI]) and South Florida (South of Broward County). The workshop was held at the Buccaneer Hotel on St. Croix, USVI from August 19 to 20, 2003 and included 29 participants from federal and state agencies, academic institutions, regional governing bodies and non-profit organizations.
