In the last decade, human suffering has been caused by disasters extremely increased. As a result, the share of humanitarian aid in development aid has steadily increased. But many of today's crises have made it clear that humanitarian aid alone is not enough. Many donor institutions and humanitarian aid organizations are therefore considering how to link humanitarian aid with development aid ("continuum"). Instead of intervening in the short term to alleviate the immediate suffering, humanitarian aid should already be oriented so that it can be transferred to structure-building projects. These should make a contribution to the stabilization of society and thus also to crisis and disaster prevention. This paper examines to what extent this is possible on a conceptual level. Although there may be a functional complementary between humanitarian and development aid, the two forms of aid conception are completely different. The "continuum" threatens humanitarian aid in its own way without contributing to solving the dilemmas of aid in today's crisis situations.
