Models for planning : a critical review with implications for planning in education

This study presents planning as an integral component of all administrative activities. It provides a range of planning definitions which forms the basis for discussion of the planning process and other key administrative activities. The study is based on the view that models are powerful tools in the administrative process; it presents a range of models which have application in the process of planning and considers their utility in the context of education. Efforts to improve planning within the Tasmanian Education Department are described, with specific attention given to the recent adoption of corporate planning. Corporate planning is described at - both Departmental and School level and progress in the implementation process is assessed. Finally the study undertakes a critical appraisal of planning in the Tasmanian Education Department and makes recommendations for the successful implementation of corporate planning, on the basis of the principles of Ackoff's interactive model.
